Infrastructure Provision Mechanism and Investment Models

MAO Teng-fei(School of Business,Central South University,Changsha 410083,China)
Due to the fact that infrastructure is manifested in the economy as social indirect capital assets, improvement of infrastructure provision is substantially expansion of social public assets and reduction of social indirect cost for users so that the businesses will be better supported for industrial development.Different infrastructures have different economic natures, which determined that combination of infrastructure of various types and characteristics may choose multiple provision mechanisms.By dissembling the production process both vertically and horizontally, technological progress may contribute to change of public products' natures and make the whole chain de-monopolized.Meanwhile,when infrastructure development is concerned, none of the stakeholders is allowed to expand its interest infinitely because the circulation chain of infrastructure development will be broken as soon as such expansion goes beyond the acceptable range of other stakeholders. In a word, one of the principles for infrastructure development is to benefit all the related parties as much as possible.
