Characteristics,Influence and Countermeasures of a Rare Cold Disaster in Guangdong Province in 2008

Guangdong province encountered a rare cold disaster in January 2008.The cold disaster had such Characteristics as long duration,low average air temperature,more rain and few sunlight hours,and wide influence area,etc.Atmospheric Circulations Anomaly and La Nina Event are the main causes of the cold disaster.The cold disaster brought about big influence on transportation of spring festival,energy and electric power,agriculture,forestry,inhabitant living,and tourism,etc.Strategy and measures of Preventing and mitigating cold disaster should include disaster precaution,construction of integrated monitoring network,advance of forecasting and prediction accuracy,exploitation of early-warning information issue channel,and improvement of emergency management ability,etc.
