Shen Guiping College of Economic & Management, Beijing Jiaotong Univ., 100044, Beijing,China
As for cooperation of infrastructure construction between state-owned and private companies which adopt PPP model, the ownership issue of projects has always been a key concern for the execution of PPP model, and this ownership problem has affected the promotion of PPP model for infrastructure construction. It is presumed through modeling analysis that private ownership is preferable if the motivation effect of asset ownership is greater than risk cost, while state ownership is preferable if the motivation effect of asset ownership is weaker than risk cost. Finally, some relevant policy proposals are introduced in this paper.
