ON Some Problems Related to the Development of Water-saving Irrigation in China

The meaning of water-saving irrigation has to be made clear and definite. Adequate or high-yield irrigation does not mean any squandering of water. The concept of deficit irrigation is not the same as that of water-saving irrigation. In brief, water-saving irrigation is the key to the development of water-saving agriculture. The inclusion of non-irrigated agriculture in the scope of water-saving agriculture, which is likely to cause a misunderstanding that the ending of irrigation is an equivilent of water conservation, does not fit the condition of China. Therefore, a set of unified standard to judge water-saving irrigation, and by which the application of water-saving technology will be promoted, must be worked out. Water production function, though an integrated index, does not reflect the impacts of yield difference per unit area and does not suit the comparison of water-saving results among regions showing significant difference in production conditions and per unit area yield.
