中国各地区结核病防治人力资源现状与工作关系分析

Objective:To analyze the relationship between the status of human resource of TB institutes and the performance of TB control in China,and to provide evidence for the plan of human resource capacity building in TB institutes.Method:Thirty-one provinces/municipalities/autonomous regions were divided into eastern area,central area,western area,Beijing,Tianjin and Shanghai according to the economic status and geographic area.Twelve priority provinces were selected according to the disease burden of TB.The relationship of the number and category of TB staff and the performance of detection,treatment and management of TB cases was analyzed.Results:By the end of 2003,there were(25,887) full-time and(7,822) part-time staff in TB institutes in China.For the full-time TB staff,9.2% had bachelor or higher degree;(17,339) staff worked in the clinical TB,Chest X-ray and laboratory test,which accounted for 51.4% of the total full-time staff.36.8% full-time TB staff were with mid or senior title of position.The calculation of the rate of the number of TB staff to the population in the same area and the rate of the number of TB staff to the number of active TB cases indicated that the number of TB staff in Beijing,Tianjin and Shanghai listed the first place;the number of TB staff in priority provinces was the smallest one.The proportion of bachelor degree holder or above was highest in Beijing,Tianjin and Shanghai,lowest in western area.PDR was highest in Beijing,Tianjin and Shanghai,lowest in priority provinces.Conclusion:As the most important resource in TB control,human resource can improve the use of other resources.The status of human resource is directly associated with the performance of TB control in different areas.
