Selection of Optimal Environmental Regulation Intensity for Chinese Manufacturing Industry——Based on the Green TFP Perspective

The paper divided 28 Chinese manufacture sectors into heavy pollution industry,moderate pollution industry and light pollution industry according to the intensity of pollution emission.Based on the calculation of environmental regulation intensity and green total factor productivity for manufacture sector between 1999—2009,we test the relationship between environmental regulation and green TFP using the panel data model,and want to find inflection point of optimal environmental regulation degree from the angle of promoting productivity.The results show that: the current environmental regulation intensity of heavy pollution industry industry is more reasonable,which can promote the industrial green total factor productivity,technological innovation and efficiency improvement;The environmental regulation intensity of the moderate pollution industry is weak.The relationship between environmental regulation and green TFP,technological innovation and efficiency improvement showed "U" type.Technical efficiency can be early breakthrough "U" inflection point relative to the productivity and technological progress.The relationship between environmental regulation and three party of light pollution industry also showed"U" type.Technology innovation can early breakthrough "U" inflection point relative to the productivity and technical efficiency.The government should promote environmental regulation policy change from control to incentive,and induce the enterprise to do technology innovation when formulate appropriate environmental regulation intensity to realize environment and economy win-win.
