Sustainable development is a new concept which has been widely accepted by international society and was embodied focusly in the "Agenda of China in 21th Century". In the agenda, the goal of thc human residental area has been put forward which is laid down and carried out by government actions and legislatures. Urban system planning can make an important effort in the practice of regional sustainable devclopment. Urban system planning and the "Agenda of China in 21th Century" have some common points: first, both of them are government actions; second, development is common and fundamental target; third, the driplementation of them is similar because of their similar goals. Urban system planning is not only focused on urban themselves but also the whole urban areas and their re1evant economic, social, resource and environment factors. It is an important part of the spatial planning system: territorial planning → urban system planning → general city planning → district city planning - dctailed city planning.Urban system planning of county areas is the fundamental level of the four grades urban system planning. Urban system planning or Kuqa County has the represcntativeness in reflccting the resources and the environment conditions of Xinjiang. The strategy of this plan are: taking measures suited to the local conditions, preferably developing, spreading through towns and roads, and coordinating generally. That is to develop several towns previously which have better conditions, take tbe major towns as growth poles, and perform urban systcm which has a rational structure. To carry out this strategy, population growth of the county must be controlled and the process of citilization should be accelerated. The central town is Kuqa town, the second level ones are Qiman and Yaha, and the others are the third level one. At the same time, infrastructure construction should be carried out, historical and cultural remains should be protected carcfully. Kuqa county area is dividcd into eight ecological areas and relevant protective measures was put forward.Urban system planning is undoubtedly an effective way of the researches in sustainable development. However, it can not cover all the sustainablc development problems.
