With the rising of Xinjiang special tourism, this paper has analysed Xinjiang specialtourism resources,put forward its own development and programme. To Xinjiang specialtourism, it has both long-term significance and practical significance.At first, this paper puts forward the conception of the special tourism resources, anddeals with its intension and characters further. Then, the resources in Xinjiang have beenstudied uniquely from geologic and other angles uniquely and been devided into 15 classes.The quality and features of regional resource combination and developing situation havebeen concretely evaluated. Among these, the paper puts forward some original views.on the base of evaluation of Xinjiang special tourism resources, combining with char-acters of ordinary tourism resources within short-range radiation region, the paper ad-vances his own exploiting concept of Xingjiang special tourism resources. Given all kindsof comprehensive factors, the author classfies Xingjiang special touriam resources into 57tourism areas on 3 levels and works out concrste exploiting routes. At the same time fourtourism routes have been drawn up with combining geographical position, natural and hu-man landscape features, main character of tourism area, tourist covinent degree and otherfactors of various tourism areas, which covered Xingjiang 57 tourism areas completely.This exploiting concept, especially the advance of four exploiting routes, will produce ac-tive and positive effect to the development of Xingjiang special tourism resources.
