The application of "anti-planning" and bottom-line thinking in the field of land use——Illustrated by the example of Horqin Zuoyi Houqi in Inner Mongolia

This research provides a sort of thought and method to build the spatial structure and relationship of land planning,by the means of establishing land use planning classification system,databases of both programme and subarea attributes,the process to build ecological-living-productive land spatial structure and relationship. Based on the " anti-planning" and bottom-line thinking,we did a research on the land use quantity and spatial structure in Horqin Zuoyi Houqi by the reference of system dynamics,landscape ecology and geological statistics etc. The research results showed that the ideal land use state for now depends on the multi-regulation unification based on the bottom-line thinking,and the best way to achieve this goal relies on the deeply overall innovation and reform of national mechanism and system and the coordination and cooperation of governments at all levels and societal forces.
