Analysis of Carbon Emissions Reduction Potential in China's Industrial Sector under the Request of Low- carbon Development Stage

The energy efficiency industry was choosed as reference standards in the research of carbon emission reduction potential by traditional DEA method,which ignores low- carbon development stage characteristics. Therefore,it is difficult to release estimates of emission reduction potential in the short term,that can't be used as the basis of China's industrial sector to set carbon reduction target. However,the G- DEA model can be evaluated free to choose the reference set. So this paper attempts to choose the industry group in the higher low- carbon development stage as the standards,and compares the carbon emission reduction potential under two ways. The results show that:( 1) The low- carbon development level of industrial sector can be divided into five stages,and the proportion of industrial sectors in general stage is 36. 8%,which is the largest;( 2) Compared with the traditional way,carbon emission reduction potential of most industrial sectors will decrease under the request of low- carbon development stage,meanwhile the whole industry can reduce 8. 1%.( 3) The key industries to promote carbon reduction work are nonmetal mineral products,chemical raw materials and chemical products manufacturing,coal mining and dressing,as well as to the mining industry.
