LI Chang-jian YU Hui(Literature and Law School, Huazhong Agricultural University , Wuhan 430070,Hubei Province , China)
With the rapid development and popularity of the Internet, information security has increasingly become the focus of attention.Traditionally relying solely on the maintenance of network security is no longer suitable to the development of society, and network security monitoring as a public product entering people's daily life has become communities’ requirement. We should effectively play the role of social mainstay of the network market as well as some network intermediary organizations on the basis of the existing administrative controlling model for building a ternary mode of monitoring. The author uses the principle of cost-proceeds in Law and Economics as the theoretical basic point and proves the multi-center supervision model is the best one.
