The ACP-EU Negotiations on New Trade Arrangements and Their Influences upon the Developing Countries

Based on The Cotonou Agreement, the paper introduces the ACP-EU new reciprocal trade arrangements, which include compatibility with WTO rules, incorporating tr ade cooperation into development strategies, basing trade cooperation on regiona l economic integration process, the plural actors of trade partnership, trade co operation institutionalization, and the special and differential treatment of co untries at different levels of development. Then, it outlines the progress and d ifferences of the two sides at the negotiations on the new Economic Partnership Agreement. It analyses possible influence on the developing countries in regiona l economic integration initiatives, participation in WTO multilateral trade libe ralization, and practice of the export-driven development strategies. In the en d, it suggests that the Chinese Government should correctly deal with it by empl oying both multilateral and regional trade cooperation policy.
