Views of Government Officials on HIV/AIDS ——Knowledge, Ideas and Decision-making Behaviors

The Communist Party officials at various levels in China are the developers and specific implementers of HIV/AIDS prevention and controlling policies, and thus are an extremely influential group in the Chinese political arena. A questionnaire survey with the students (who are officials at prefectural/departmental level in China) at the Central Communist Party School shows that these officials generally lack knowledge regarding HIV/AIDS, and have little necessary awareness and vigilance of the present and future situations of HIV/AIDS prevalence in China. The survey also reviews that the officials hold social discrimination against people infected with HIV/AIDS. Their opinions on relevant issues seriously undermine the implementation of the programs to stop the spread of HIV/AIDS. According to the survey analysis, nevertheless, training and seminars held at the Central Party School have effectively changed the views of the participants.
