The Choice of Urban Community Governance Model:Whose Governance and Which Legalization?——Observation based on innovation of Nanshan community governance in Shenzhen

In recent years,the governance model of "One Core,Multiple Agents"has been regarded as a major achievement of social governance innovation in grassroots.But this new governance model in fact is only an extension and upgrade of traditional allcompassing governance.So the legalization of community governance based the model above will only produce a kind of "refurbished"authoritarian governance.In the perceptive of social systems theory,the driving force of community pluralistic democratic governance comes from the functional differentiation of modern society,in which the lack or negative externalities of differentiation can cause serious problem of social publicity.The development of community social publicity not only requires the formation of a pluralistic democratic governance structure,but also requires the promotion of the legalization of community governance.In turn,both the formation of a pluralistic democratic governance structure and the promotion of the legalization of community governance require the support from the social publicity.The legalization of community governance is not only an important mechanism for the formation of a pluralistic democratic governance structure,but also an important pillar for the development of community social publicity.In short,the multiple governance structure,the social publicity,and the legalization of governance constitute the"troika " of the modernization of urban community governance systems and governance capabilities in China.
