Govern our country by operation of law" and the pattern

Approaching of the problem of governing our country,the Communist Party of China have come through her journey and established the basis national policy --"Govern country by operation of law" on the 15th People's Congress Council. The article analyze the theory about the governing a country and the way of revolution of ruling by law, expose the essential reason on why the theory of "govern a country by operation of law"come into being,then probe into the specific means to carry out "govern a country by operation of law".
