"Group as a Base,Three-level Mutual Interaction": Long-term Efficiency of Villagers' Autonomy ——Background and Value of Exploration in Yunfu City,Guangdong Province

The mode of "Group as a Base,Three-level Mutual Interaction" in villagers' autonomy has solved three problems in rural areas.First,"Group as a Base" can guarantee the carrying out of the national policies.Second,"Three-level Mutual Interaction" can guarantee the connection between township administration and villagers' autonomy.Third,the leading role of the CPC and the administration from villagers can be played effectively.It is helpful in the transitions from voting democracy to participating democracy and from the government as a key to the co-government of villagers and government.
