Analysis on the Self-Regulation and Heteronomy of the Regional Accreditation Agency of American Universities and Colleges

PENG Jiang(Higher Education Institute,Sichuan International Studies University,Chongqing 400031,China)
The regional accreditation agency of American higher education institutions has built external relationships with universities, coordinating organizations, the federal government and the society successively. The regional accreditation agency has being pressed by these principals and acting as some figures simultaneously: as university's academic partner,as CHEA's supporters and object of coordinating,as gatekeeper of funds come from the federal government,as the indicator of higher education quality orienting to society. It's so difficult for the regional accreditation agency to pick out key principal to give service to.It cannot keep companionship with universities too closely;it should keep some distance towards CHEA;it must avoid being bought over by the federal government;it should not be so socialized and commercialized. There are some possibilities of interest conflicts between regional accreditation agencies and these principals.Because of the multiple internal and external controls and restrictions, actions and choices of the regional accreditation agency are always moderate and paradoxical.
