On the county-centered educational management system and equal development of education——A case study of the surveys of educational directors in the counties in China

The rural compulsory education with county as the center of management system is aimed at stressing the responsibilities of the government,in particular,the county government to alleviate the burdens of the farmers and to ensure a sustainable development of the rural education.However,the regional differences are ignored,and the new system sees the educational investment even worse due to the tuition reforms in the developing areas.This paper is intended to seek an equal development of the rural and urban compulsory education in the perspectives of management and investment.
