Liang Shi-yi and the First Government Bonds of Public of China——the study of the third and fourth government bonds

In the beginning of the Republic of China,the national finance was extremely difficult. For various reasons,Liang Shi yi undertook the task of raising the government bonds for the Republic of China and achieved absolute success, creating the best record in the Chinese history of government bonds. Liang Shi yi′s talent for economy was fully displayed during the period of raising bonds. His flexible tactics in coping with every detail as well as the participation of bureaucratic capital formed the main factors of his success.
