Problems and Actuarial Analysis of the New System of Rural Pension Insurance in Hebei Province

In this article,the pilot condition of a new rural social pension insurance system in Hebei Province is introduced.The problems are also pointed out: the choice of pilots is not typical,farmers' expense burden varies in different places,collective pension becomes hollow promise,the proportion of fiscal subsidies at different governmental levels is uneven,and it cannot satisfy rural residents' needs for retirement life.By applying insurance actuarial mode of the final value of accumulated funds in personal accounts,the pension received by farmers in new rural insurance can be calculated.The conclusion is as follows: the pension of the new rural system is able to satisfy the minimum standard of living level in rural areas;the elder the applicants are,the higher expense standard should be chosen;the income distinction of pension received by rural residents is big.Therefore,the government should encourage the peasants to pay the fee in a higher standard within their capacity.
