Develop Network Universities: a New Solution to the Imbalance between Demand and Supply of Higher Education

Tang Bin & Ruan Yihua
Compared with traditional higher education, network universities can provide educa-tional opportunities for more people and with fewer costs. Therefore, they offer a new solu-tion to the imbalance between supply and demand of higher education. The main problem that lies in the relation between demand and supply of Chinese high-er education is: the contradiction between the infinite expansion of the demand for higher e-ducation and the shortage of educational resources——the pressure of population, econom-ic development, and the improvement of individual ability; the contradiction between the present higher education system featured by the government sponsorship and the requirement of the social economic development; the imbalance between areas in the demand and supply of higher education.Network universities have the following advantages in lessening the imbalance between demand and supply of higher education: relieving the pressure of the individual' s demand for higher education on traditional universities; taking full advantage of various educational resources to provide more higher educational opportunities; improving the utilization ratio of resources in light of the insufficiency of investment on higher education; the openness and prompt transmission of information making it possible to train talents in accordance with the need of the market; being helpful to the actual solution of imbalance between areas in the demand and supply of higher education. When developing network university of our country we ought to note that; we should make the development program suitable to the actual situation of our country; the government should strengthen its macrocontrol of the construction of network universities; when investing on the construction of hardware, we should pay more attention to the development and main-tenance of software; the favorable policies should be adopted towards those underdeveloped regions.
