On Inclusive Institutional Reform

This paper proposes that inclusive reform has a different context from inclusive growth. The latter is located in the field of economic growth,but the former belongs to the field of institutional and systems reform.This view of inclusive institutional reform has three key aspects. First,it includes the concept of inclusive reform; second,it includes inclusive institutions; third,it also includes inclusive operations. The three parts are composed of a theoretical system and strategic thought,which is one possible and plausible rational choice for China's future development. In addition,the paper draws up a comprehensive framework of inclusive reform and its key idea,and its realization form,namely inclusive operation.
