Analysis on Satisfaction Evaluation System of Forestry Tenure Reform in Fujian Province ——Based on Stakeholders Perspective

Taking forestry tenure reform satisfaction as the goal layer,and taking the stakeholders of forestry tenure reform in,such as household,village collective and government regulators,as the criterion layer,this essay makes the forestry tenure reform satisfaction evaluation index. Moreover,by using survey data of San Ming five counties collected in July 2012- January 2013,combining with Analytic Hierarchy Process( AHP) to investigate the satisfaction situation of managers,village collective and households. Finally with IPA quadrant diagram analysis method,this paper analyzes the satisfactory-important factors collective forests of all stakeholders. According to the analysis results,it shows that the key to raise the overall satisfaction on forestry tenure reform is to raise the satisfaction of household;the key to improving managers satisfaction is to improve social security and natural landscape;the key to improve the village collective's satisfaction is to increase the number of afforestation and the village collective income;the key to improve the households' satisfaction is to raise the family forestry income.
