The 2011 Code of Ethics Government Service of the United States" is a statute concerning the professional ethics of government employees. The statute is based on the pessimistic concept of human nature as the theoretical basis. It uses the principle of "integrity and honesty"as the highest ethical code of conduct for employees, and takes the management of conflicts of interest and the prevention of the use of power for personal gain as the basic content of legislation. This shows that the code of ethics is actually "the law of conflict of interest management",and has the features of"government officials' integrity law". The emphasis on the refinement and operability of the clauses in the legislative technology reflects the meticulous but also tedious legislative style. This regulation provides a number of lessons to be learned from the ethics legislation of government employees for reference purposes, but it also leaves a number of theoretical issues that are worthy of in-depth research on the ethical legislation of government officials.
