Based on analyzing the deficiency of the existing assessment methods of urban water conservation(water using),viewing the sustainable development as the principle and introducing the keystone of system dynamics to analyze the feedback loop of urban water conservation(water using),a new index system of water conservation was put forward in order to instruct urban water conservation according to dynamic viewpoint.Based on this system and combined with HAP(hierarchy analysis plan),the new mathematical model for water conservation estimation was improved.It's proved that the result was reasonable by the application of the method in Wuhan city's estimation of water conservation.It can be applied to guide urban water conservation.
