Preschool Education Must Maintain the Two Basic Characteristics of Instructiveness and Public Interest

A series of documents of laws and regulations about preschool education in China have stipulated that preschool education has two basic characteristics of instructiveness and public interest,which is one of the stages of educational system and a component part of basic education. Preschool educational investment is the educational investment with the highest social return rate. It is the current international tendency to take preschool education as the public interest undertaking with government bearing major responsibility,continuously increase financial investment,and equate with or refer to the way of compulsory education to develop preschool education. At present,our preschool education is still at the stage of semi-public interest service with low level. A series of outstanding issues and contradictions thereout all need to be paid fully attention to in the formulation of "National Guideline".
