A reasonable measure of the spatial and temporal evolution characteristics of regional industrial structure has significant and practical meaning in making regional policy for the economic development. Taking Zhejiang province as the background regional, this paper selects the industrial Structure entropy, the industrial structure similarity index and the employment industrial structure deviation degree and the deviation coefficient to construct the industrial structure evolution evaluation system, simultaneously adopts the SSM-Esteban analysis method to carry out the quantitative research to industrial structure evolution among 11 cities. The results show that: Since twenty-first Century,Zhejiang province has formed a modern industrial structure, which is characterized by subsidiary agriculture, distinctive industry and the rapid development of the third industry. During the study period, the increases of the three industrial output values manifest obviously spatial differentiation in Zhejiang cities. To the further explanation, the increase amplitude of the first and third industrial output value in northeast Zhejiang is greater than southwest Zhejiang. The second industrial added value in the top five in turn is Ningbo city,Hangzhou city,Shaoxing city,Wenzhou city,Jiaxing city. During the study period, with the promoting of economic reform, the improving of the market mechanism, the allocating of resources optimally, similarity index of industrial structure between 11 cities and whole province in majority is higher, especially after 2003 years, economic growth in Zhejiang enters into the stage of accelerating the industrialization and industrial structure's optimization promotion period. the second and the third industry gradually grows. Similarities in resources and consumption structure as well as shortening life cycle of industrial make industry structure tend to the same. From the the absolute amount of growth,Hangzhou city increases at the most. However,Zhoushan city at lowest. All industrial share N in 11 cities from years of 2001 to 2013 is higher than the whole province's average level. From the point view of industrial structure inside, the agricultural growth rate in study area is higher than the average level of the province's economic growth rate, but the whole province's economic growth is still mainly rely on the competitiveness of the larger three, driven by the second industry, the future of industrial comparative advantage and specialization is still need to be further optimized.
