Strategy maps and performance measures for national research institutes

This paper aims to propose a generic strategy map for national research institutes so that managers in research institutes can describe their organizational strategies of research organizations in a more logical manner.Furthermore,by using the strategy maps,managers can communicate the organizational strategies with individual researchers clearly,and thus implement their strategies effectively.To demonstrate the practical use of our strategy maps,we investigate a national research institute in China to customize our generic strategy maps to its own strategy maps,and show how managers can convert their strategies into specific goals and actions.Based on these specific goals and actions,we further develop a performance measurement system for the institute so that the managers can control the implementation of their organizational strategy.Therefore,this paper also sheds light on the development of performance measurement systems for National Research Institutes.
