On the Middle Parties' Constitutional Motions in 1939

During the middle of the Anti-Japanese War period, the Kuomintang resisted Japan passively and fought against the Communist Party positively. The middle parties realized that it was important to urge Kuomintang Government to reform politics and practise constitutional government so that the basic rights of the people's and the legal position of the middle parties would be ensured. In 1939 the middle parties put forward important proposals and appealed the Kuomintang to end the party government and practise constitutional government. The proposals were the beginning of the first constitutional movement during the Anti-Japanese War period.
