American New Strategy of Asia-Pacific Regional Integration and China's Policy:An Insight of Development of Trans- Pacific Strategic Economic Partnership

The USA has adjusted its trade policy to participate in the Trans - Pacific Strategic Economic Partnership(TPP) agreement when Obama becomes the President,which indicates a strategic change of the American new Asia - Pacific regional integration. When the WTO Doha Round negotiation faltered without anticipated conclusion,APEC trade liberalization stagnates and the East Asia integration threatens the American benefits,TPP is becoming a desirable and effective instrument to implement the American new trade agenda and foreign policy in Asia.However,the prospect of TPP in the American perspective is uncertain, largely depending upon the Obama administration's trade orientation,struggle on"Trade Promotion Authority"in the Congress and parties,political pressures and lobbying of interest groups,selection of potential partners and their response.Finally,the American strategy of TPP will exert a significant impact on China.Therefore,China should formulate policy options based on her own strategic goal and stakes.
