Analysis on the Major Policies of Ethnic Education——Based on the Perspective of Policy Executors

From the concept of post-positivism,the effects of implementing major policies of ethnic education by policy executors should be evaluated from objective effects,subjective well-being and ethical value. The survey finds that the implementation effect of major policies of ethnic education is comparatively good. The respondents to the survey agreed that the policies are scientific and rational,and the policy objectives have been partially achieved. The survey also finds that the policy executors have a good awareness and understanding of the policies,and they believe that the policies should be continued. However,there are still some problems existing in the policies. For instance,the ineffective supervision in implementation will deepen the sense of unfairness; the criteria of one policy for all will deviate it from being scientific,weaken the reproduction capacity of cultural capital belong to the minority students and family,and results in the laziness of students and inefficiency of government. To solve the above mentioned problems,it is necessary to pay further attention to the specialty and equality of ethnic education policies to amend and improve them.
