Policy Recommendations of Grain to Green Program duiring "Eleventh Five-Year Plan"——From Experiences of Sichuan and Guizhou

By the end of 2005, China has arranged reforesting cultivated land 9 million hm2 totally, afforesting deserted mountain and wasteland 14 millionhm2, the state revenue has already invested 103 billion yuan. The project involves 1870 counties, 32 million peasant households, 123 million peasants. It indicates the Program makes good progress after the survey of Sichuan and Guizhou provinces. In order to consolidate engineering construction achievements, further give play to the ecological function that the Program has already appeared gradually, and better peasant household's livelihood conscientiously, China should continue implementing the project of conceding the land to forestry, adjust the policy, make a difference, and continue subsidizing, lengthening service life, no longer subsidizing, such policies as the industry supports respectively, and consolidate the long-efficiency mechanism of the reforesting formerly cultivated land achievement.
