Status Quo of China's Low-income Rural Development and Its Poverty Alleviation Measures—A Case Study of Dalian

Taking Dalian as an example, this paper studied the poverty alleviation and development of low-income villages, analyzed the status quo of the low-income villages and the main factors restricting the development of low-income villages, the results showed that for the low-income village there were five big problems in Dalian, including not good natural endowment, poor infrastructure, low farmer quality, low level of social security, weakness of village-level economics. Based on a beneficial exploration of the key approaches to poverty alleviation in local rural areas, the authors proposed some countermeasures and suggestions to accelerate the poverty alleviation and development of low-income villages in Dalian, that is,Dalian should accelerate the development of advantageous and characteristic industries, strengthen rural infrastructure, improve farmers' overall quality, speed up the development of the rural people's livelihood,raise income level of village collective economic, and improve the policy system for supporting low-income villages and so on to accelerate the poverty alleviation and development in low-income villages.
