The Logical Path and Reasonable Balance of Fault Tolerance and Accountability

Responsibility is the basic value concept of modern politics. Modern politics requires public power to be efficient and also responsible. However,from the perspective of the objective law of development,the bounded rationality of human and the reality of inactive rectification,a resilient political system needs to establish a scientific and reasonable fault-tolerant mechanism while emphasizing accountability. Although fault tolerance and accountability have different internal logic,they both focus on promoting the standard operation and efficiency of public power. Therefore,achieving the simultaneous advancement of the two is a common concern of the central and local governments. The central government's emphasis on accountability and fault tolerance forces and also pushes the practice at local level. However,the typical cases of achieving the simultaneous advancement of the two are rare. Case studies show that the factors affecting the simultaneous advancement of accountability and fault tolerance include how to accurately define the boundaries of fault tolerance and accountability,the reasonable handling of policy standards,and the ability to master the related operational technologies. To achieve a reasonable balance between accountability and fault tolerance,we should pay attention to and solve these problems.
