To strengthen anti-poverty policies on China's urban migrant workers,a better understanding ofhow the poverty happens is needed. In this article, after a review of theoretical and survey-based studies, several hypotheses are proposed concerning both individual and structural poverty-causing factors. The hy-potheses are then tested by multinomial and binary Logit models using the survey samples in Beijing,Shen-zhen and Huizhou. It is found that larger family burden, suffering more from disabilities and diseases, lowereducational level and shorter working years are the primary causes of the poverty. Besides, the impover-ished are mostly"voluntary"in aspect of consumption, meaning that they make money for their homes leftbehind and suppress the demands of their own city lives.
