The Fifth National Population Census of China: How to Get an Accurate Count of the Population?

The Fifth National Population Census of China, which will take place in October 2000, will be a great challenge as a reault of the radical institutional transformation and the rigorous family planning program over the last two decades. The fact that the surveys conducted after 1990 obtained increasingly low birth rates and fertility rates cast doubt on the extent to which the population is accurately counted in coming 5th population census. While the major concern of the State Family Planning Commission is that the census might get a population number as well as a fertility rate much higher than the pervious estimates, the State Statistical Bureau is worrying that the census might get numbers obviously lower than the pervious estimates. the scholars will be waiting for the reliable and useful information form the census as they have been in "dormancy" in the 1990s owing to the lack of useful data. This issue of "Population and Development Forum" invites three government officials to write on the difficulties and challenges that the 5th population census is facing with the suggestions to improve the census count.
