Construction of Competency Model for Public Management Talents——Based on the Borderless Career Theory

WANG Li-mei;School of Public Administration,Shandong University of Finance and Economics;  
Borderless career indicates that individuals should cross organizational boundaries to complete their careers in different organizations,different positions,and different professional fields.Under the background of boundless career,the competency factors of Public Management talents include core competence,transfer abilityand professional ability.Based on Competent onion model,these three levels of competence are divided into motivation and personality;self-image,values and attitudes;transfer ability;professional knowledge and skills from inner layer to outer layer.To improve the competency of public management talents,the government should provide resources and guarantees.Colleges and universities should provide a training platform.Students should improve themselves and improve their employability.
