Shandong Province has population of 81.6 million, and cultivated land of 103.01 mu(1.26 mu cultivated land and 398 kg grain per capita). The fast population growth is the main factor causing the contradiction between sup-ply and demand for grain, and the main problem is short of grain supply, and the main lim-iting factors are land short and low productivity. In order to coordinate therelationship among them, it is necessary to control the speed of populationgrowth, raise the land productivity, and increase the input into grain production. The main measures are: 1. to lay down an over all plan of land utilization; 2. to build a protective area for essential farmland; 3. to pay attention to soil fertility; 4. to strengthen construction of water and land resources, and exploitation and re-cul-tivation of reserve resources; 5. to increase the input of goods and techniques into agriculture. An appropriateagricutural input accounts for more than 10 per cent of the total input into capital con-struction of national economy.
