Establishing a scientific mountain flood monitoring and warning system

The establishment of mountain flood monitoring and warning system is one of the effective non-engineering measures for preventing mountain flood disasters. The paper proposes the design principle and general structure of mountain flood monitoring and warming system, and detailed requirement for the design of monitoring sub-system, data accumulation and warning platform, data accumulation and information inquire, warning and decision-making and warning sub-systems.
