Demand Orientation of Public Sports Service Supply of the Government——A case study of Shanghai

CAO Ke-qiang(Shanghai Normal University,Shanghai China 200234)
By using the methods of documentation and questionnaire, the paper, based on the analysis of the present situation of public sports supplies in Shanghai, finds that although the government endeavors to provide the citizens with public sports services, yet the citizens are not satisfied duo to the reason that the government is guided by supplies, which leads to the inconsistence between supply and demand. This is because of the government's self-interest,outdated service conception, poor communication and imperfection of decision-making mechanism when providing public sports services. In order to realize the transformation of public sports service oriented by government supply to that oriented by citizen's demand,we should understand the citizens' extensive appeal of sports, clear the channel of public opinions and invite citizens to participate in the decision making,so as to make the decision-making in public sports service more scientific.
