Preschool Education Policy in Canada:History,Experience and Future Trend

After the developmental stages of non-intervention,family assistance,supporting local government and construction of national preschool education system,Canadi-an preschool education policy has formed some significant features,such as developing amanagement system leads by local government,implementing the integration of early childeducation and early child care,advancing quality and equity in preschool education. However,there are still many problems due to the market-based approaches,like small and unpredictable public funding increases,severe shortages of places,underfunding and consequent high user fees,poorly paid for staff of regulated child care. Therefore,Canada's 4th national child care policy conference has proposed establishing a national preschool educa-tion system which shows the direction for future development of Canada preschool educa-tion policy.
