Supplementary,Complementary and Adversarial:Relations Between European Cultural Foundation and Government

As an independent Non-government organization,the European Cultural Foundation has complicated relations with European government.According to the theory of "three models",the relations fall into supplementary,complementary and adversarial models,with the complementary relationship as the main.The partnership relationship is realized through programs: the government funds the programs while the foundation delivers them which enables the European Cultural Foundation to better meet the needs of heterogeneous European cultures,and effectively serve as supplements to government cultural function,and there establishes the supplementary relationship.Moreover,the foundation has great influence on the policy-making of European culture.Lastly,the author gives two propositions relating to Chinese cultural foundation.
