A Comparative Analysis of Micro Governance Mode of Gender Imbalance——Based on Case Study of "Care for Girls Action Program" in Three Counties

Using cases from "Care for Girls Action Program" in three pilot counties in three provinces,i.e.,County A in Henan,County B in Anhui and County C in Zhejiang,this paper employs a five-factor analysis framework for public governance to comparatively analyze models for gender imbalance governance in China,summarizing the relation among the governance modes,analytical modes and internal factors of three counties.It is disclosed in the study that governance in County A is of a ′hierarchical′ governance model in which various governance bodies at different levels and systems are correlated by administrative resources;governance in County B is of a network governance model with an interaction between the government and civil society;governance in County C is of a ′suspension′ governance model with a loose relation between the top and bottom governance bodies.The paper,finally,presents policy proposals aiming at the gender imbalance governance at micro levels
