Is Poverty " Forced" or " Chosen" ?——An Analysis Based on Employment Willingness of Beneficiaries of Rural Minimum Living Standards Security

Poverty is one of the most serious social problems facing China's social and economic development,and it is extremely important for China to solve the issue of poverty in rural areas.The article,based on the survey data on Chinese household income in 2013,analyzes the relationship between rural minimum living standard security and the willingness of poor people for employment.The findings show that there is a two-way causal relationship between rural poor residents covered by minimum living standard security and the willingness of the poor for employment,and that the rural residents covered by poor minimum living standard security have little intention for employment,typical of welfare dependency.To continue to receive benefits from rural minimum living standard security system,some poor rural residents choose to act in a way that conforms to conditions for relief from the minimum living standards security system,a situation of welfare dependency came up.Therefore,to an extent,the poverty state of some rural residents is a choice of their own.
