Public-private Partnership:A Proper Financing Model for China's Urban Rail Transit

Public-private partnership(PPP) financing model has been widely used in public infrastructural construction outside China and,in contrast,is seldom adopted in China.However,this "multiple-win" model has been accepted by partners.The paper suggests that,in order to accelerate the development of urban rail transit and smoothly conduct and operate PPP projects of urban rail transit,government at different levels should change their roles,improve laws and regulations,cultivate professional talents,set up professional departments and establish supervision mechanism.
