Research of improving the blockage of emergency network

In the emergency network,the flow blocks network easily due to the flow is uncontrollable.This saturated flow is less than the maximum flow.How to improve the blockage of the emergency network using as little as possible cost.It is critical to change the capacity difference of the points so as to eliminate or decrease the structural blocking points of the network as much as possible.The minimum-cost reconstructing model restricted with the upper capacity is proposed to improve the blockage of the network,and based on this model the blocking problem is discussed in the case of the different reconstructing cost in this paper.A computer example is shown to illustrate the solution procedure.
