Assessment of Emergency Response Capability to Oil Spill at Sea

In view of the present state of China's assessment of emergency response capability to marine oil spill,using advanced experience of emergency capability assessment modes at home and abroad,an assessment index system with first-layer of five factors and second-layer of twenty factors is established.Improved AHP is applied to obtain weights of various factors of emergency response capability to oil spill.The marine oil spill emergency response capability level of a sea district is obtained according to its present status of the factors.Practice shows that the index system is appropriate and practical,and can be a new approach for emergency response capability assessment to marine oil spill.
