Evaluation Indication System of Water Conservation Society

Accurate evaluation on the progress of water conservation society provides an efficient tool to improve water use efficiency and water resources management. It is necessary to carry out comprehensive analysis on the context of water resources-ecology-economic systems. In this paper, fully consideration is given to the indicators that could reflect water conservation level, ecology, economic development and social equity as a whole. Based on the three-hierarchy evaluation indication system for water conservation society, 26 indexes in agriculture, industry and domestic water uses, as well as the economical and ecological indexes are chosen. AHP method is employed to analysis the weight of the indication system. The standards of the indexes are given to analyze the developing trends at home and comparing with the advanced conservation level abroad. The method to evaluation the total goal by the hierarchy weight is established to quantify the progress in constructing water conservation society. The model, including a systematic model, and two sub models (Dt),(St) is developed to give an exact explanation on the situation of water conservation, economic development and social equity toward a water conservation society respectively. With the results by the model, the advances toward a water conservtion society are divided into five periods. As an example, Mianyang city, which is the experimental city of constructing water conservation society, is chosen to take experimental study. The results by the model show that the mark of the development of water conservation society in Mianyang is only 10.2% in 2000,and a large difference is seen among the cities and counties of Mianyang. The index of the two-sub system is also calculated. There is a long way to make progress in constructing water conservation society, which is also the result of reasonable social and economic development.
