The Carbon Emission Permits Allocation and Its Impact on Regional Functions in China

Climate change is one of the issues under heated discussion now.People believe that carbon emission is highly related to glabal warming.Therefore,all nations in the world should take responsibility to solve this problem that may affect every continent,every nation,every area,every household and even every individual.After years of international negotiation,it is time for action.The space for carbon emission is important to a country,especially a booming country like China.This article aims to introduce the principles and indicators for the spatial distribution of carbon emission.Meanwhile,it also focuses on the analysis of how different shemes would impact regional fuctions.To find out a widely-accepted blueprint is of great importance to the world.China has some advantages in getting more space for carbon emissions.First,China has a large population.Second,since the country has developed vigorously for just a couple of years,the total amount of carbon emission is much smaller than developed countries.Third,China is in a different stage of development from countries that have already formed a mature society,so it is unfair to compare carbon emission amount in China with that in the US or other countries.Forth,it is a common view that all nations are responsible to carbon emission and global warming,but the degrees and aspects of responsibility are different.Fifth,the products made in China are used all over the world.In other words,we are manufacturing goods for others,and the responsibilities of manufacturers and consumers should be different.China has strong allies in the international climate negotiation to hold our points.Thus the schemes which are based on per capita indicators and have considered the total carbon emission throughout history are favorable.As global warming has become increasingly serious,the disputes between countyies would aggravate.Each country will do anything to get the greatest benefit possible.Then it will be more difficult for China to get appropriate space for carbon emission.Meanwhile,the above mentioned advantages are disappearing.China will face great challenges in getting enough space for carbon emission,which is almost equal to the space for the spring-up on her way of sustainable development.To respond the presses from both home and abroad with reason,we need more research on carbon emission,and a"China scheme"is preferred.
