Privatization and Government Regulations of Urban Public Traffic——Taking Lanzhou City As An Example

Government is the executor and motivator of the urban public traffic privatization,and the establishment of the market competition system and the improvement of the government regulation and control are the two crucial points for this reform. The crux of the matter for the reform of urban public traffic lies in properly dealing with the allocation of the aims,roles and functions of government regulation to promote the efficiency and effectiveness of competition. This paper intends to analyze the current problems in the system of urban public traffic,and puts forward that,in order to develop urban public traffic fairly and orderly after it is privatized,what the government needs to do is to improve its legislation and establish a unified regulation institution and an effective regulation system.
